中共中央總書記、國家主席、中央軍委主席習(xí)近平近日在遼寧考察時強調(diào)，要在新時代東北振興上展現(xiàn)更大擔(dān)當(dāng)和作為，奮力開創(chuàng)遼寧振興發(fā)展新局面。
President Xi Jinping has stressed greater sense of responsibility and endeavors in the revitalization of China's northeast region in the new era. During his inspection tour in Liaoning Province from Tuesday to Wednesday, Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, called for breaking new ground in the revitalization and development of the northeastern province.

黨的十八大以來，黨中央實施深入推進東北振興戰(zhàn)略，加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，適應(yīng)新時代改革發(fā)展要求。2016年，《中共中央 國務(wù)院關(guān)于全面振興東北地區(qū)等老工業(yè)基地的若干意見》發(fā)布。2019年，黨中央、國務(wù)院對支持東北地區(qū)深化改革創(chuàng)新推動高質(zhì)量發(fā)展作出重要部署。2020年，黨的十九屆五中全會要求“推動?xùn)|北振興取得新突破”。
2021年東北三省全年糧食總產(chǎn)量達2889億斤，占全國比重達21.2%，對全國糧食增產(chǎn)貢獻率超過57%；重點領(lǐng)域改革走向深入，營商環(huán)境持續(xù)優(yōu)化，創(chuàng)新驅(qū)動內(nèi)生動力不斷激發(fā)，經(jīng)濟開放水平逐步提升，綠色發(fā)展、協(xié)調(diào)發(fā)展加快推進，在基礎(chǔ)設(shè)施、能源石化、新動能培育等領(lǐng)域部署了一批重點項目，經(jīng)濟發(fā)展后勁持續(xù)增強。東北地區(qū)區(qū)位條件優(yōu)越，資源、產(chǎn)業(yè)、科教、人才、基礎(chǔ)設(shè)施等支撐能力較強，發(fā)展空間和潛力巨大。

下一步，特別是“十四五”時期，要有新的戰(zhàn)略性舉措，推動?xùn)|北地區(qū)實現(xiàn)全面振興。東北地區(qū)建設(shè)現(xiàn)代化經(jīng)濟體系具備很好的基礎(chǔ)條件，全面振興不是把已經(jīng)衰敗的產(chǎn)業(yè)和企業(yè)硬扶持起來，而是要有效整合資源，主動調(diào)整經(jīng)濟結(jié)構(gòu)，形成新的均衡發(fā)展的產(chǎn)業(yè)結(jié)構(gòu)。
In the next step, especially during the 14th Five-year Plan period (2021-2025), we will take new strategic measures to promote the comprehensive revitalization of the northeast. The northeast has good foundations for a modern economy. Comprehensive revitalization does not mean giving undue support to declining industries and enterprises. Rather, it means effectively integrating resources and adjusting the economy, so as to form a new industrial structure that facilitates balanced development.
