11月12日，國(guó)家主席習(xí)近平向“雜交水稻援外與世界糧食安全”國(guó)際論壇發(fā)表書(shū)面致辭。該論壇當(dāng)日在北京舉行，由國(guó)家國(guó)際發(fā)展合作署、農(nóng)業(yè)農(nóng)村部、國(guó)家糧食和物資儲(chǔ)備局共同主辦。

Chinese President Xi Jinping delivered a written speech at the International Forum on Hybrid Rice Assistance and Global Food Security, which was held on Saturday in Beijing. The forum was co-hosted by the China International Development Cooperation Agency, the Ministry of Agriculture and Rural Affairs, and the National Food and Strategic Reserves Administration.

1973年，以袁隆平為代表的中國(guó)科研工作者，成功解決雜交水稻技術(shù)難關(guān)，水稻產(chǎn)量倍增。自1979年中方首次對(duì)外提供雜交水稻種子以來(lái)，中國(guó)雜交水稻已在亞洲、非洲、美洲數(shù)十個(gè)國(guó)家和地區(qū)推廣種植，年種植面積達(dá)800萬(wàn)公頃。中方還通過(guò)國(guó)際培訓(xùn)班為80多個(gè)發(fā)展中國(guó)家培訓(xùn)超過(guò)1.4萬(wàn)名雜交水稻專業(yè)技術(shù)人才。據(jù)不完全統(tǒng)計(jì)，截至2021年底，僅在中國(guó)—聯(lián)合國(guó)糧農(nóng)組織南南合作框架下，中國(guó)就已向40多個(gè)國(guó)家和地區(qū)派出了近1100名農(nóng)業(yè)專家和技術(shù)員，占聯(lián)合國(guó)糧農(nóng)組織南南合作框架下派出專家總數(shù)的60%。

糧食安全是事關(guān)人類生存的根本性問(wèn)題。半個(gè)世紀(jì)前，雜交水稻在中國(guó)率先成功研發(fā)并大面積推廣，助力中國(guó)用不足全球9%的耕地，解決世界近五分之一人口吃飯問(wèn)題，成為世界第一大糧食生產(chǎn)國(guó)和第三大糧食出口國(guó)。自1979年起，雜交水稻遠(yuǎn)播五大洲近70國(guó)，為各國(guó)糧食增產(chǎn)和農(nóng)業(yè)發(fā)展作出突出貢獻(xiàn)，為解決發(fā)展中國(guó)家糧食短缺問(wèn)題提供了中國(guó)方案。

Food security is fundamental to human survival. Half a century ago, hybrid rice was first successfully developed and planted widely in China. Thanks to this technology, China has managed to feed nearly 20 percent of the world's population with less than 9 percent of the world's arable land, and become the largest food producer and the third largest food exporter in the world. From 1979, hybrid rice began to be introduced to the world, benefitting nearly 70 countries across five continents. This has been a remarkable contribution to their grain output increase and agricultural development, and offered a Chinese solution to food shortages in developing countries.
