Chinese authorities have issued a guideline on boosting the growth of the private economy, promising to improve its business environment, enhance policy support, and strengthen the legal guarantee for its development. The document was released by the Communist Party of China Central Committee and the State Council.

民營(yíng)經(jīng)濟(jì)是推進(jìn)中國(guó)式現(xiàn)代化的生力軍，是高質(zhì)量發(fā)展的重要基礎(chǔ)，是推動(dòng)我國(guó)全面建成社會(huì)主義現(xiàn)代化強(qiáng)國(guó)、實(shí)現(xiàn)第二個(gè)百年奮斗目標(biāo)的重要力量。國(guó)家市場(chǎng)監(jiān)管總局?jǐn)?shù)據(jù)顯示，截至2023年3月底，全國(guó)登記在冊(cè)民營(yíng)企業(yè)數(shù)量超過(guò)4900萬(wàn)戶，民營(yíng)企業(yè)在企業(yè)總量中的占比達(dá)到92.3%。

此次發(fā)布的《意見(jiàn)》要求，堅(jiān)持社會(huì)主義市場(chǎng)經(jīng)濟(jì)改革方向，堅(jiān)持“兩個(gè)毫不動(dòng)搖”，加快營(yíng)造市場(chǎng)化、法治化、國(guó)際化一流營(yíng)商環(huán)境，優(yōu)化民營(yíng)經(jīng)濟(jì)發(fā)展環(huán)境，依法保護(hù)民營(yíng)企業(yè)產(chǎn)權(quán)和企業(yè)家權(quán)益，全面構(gòu)建親清政商關(guān)系，使各種所有制經(jīng)濟(jì)依法平等使用生產(chǎn)要素、公平參與市場(chǎng)競(jìng)爭(zhēng)、同等受到法律保護(hù)，引導(dǎo)民營(yíng)企業(yè)通過(guò)自身改革發(fā)展、合規(guī)經(jīng)營(yíng)、轉(zhuǎn)型升級(jí)不斷提升發(fā)展質(zhì)量，促進(jìn)民營(yíng)經(jīng)濟(jì)做大做優(yōu)做強(qiáng)。

《意見(jiàn)》圍繞持續(xù)優(yōu)化民營(yíng)經(jīng)濟(jì)發(fā)展環(huán)境、加大對(duì)民營(yíng)經(jīng)濟(jì)政策支持力度、強(qiáng)化民營(yíng)經(jīng)濟(jì)發(fā)展法治保障、著力推動(dòng)民營(yíng)經(jīng)濟(jì)實(shí)現(xiàn)高質(zhì)量發(fā)展、促進(jìn)民營(yíng)經(jīng)濟(jì)人士健康成長(zhǎng)、持續(xù)營(yíng)造關(guān)心促進(jìn)民營(yíng)經(jīng)濟(jì)發(fā)展壯大社會(huì)氛圍等方面提出了31條政策措施。

優(yōu)化民營(yíng)企業(yè)發(fā)展環(huán)境，依法保護(hù)民營(yíng)企業(yè)產(chǎn)權(quán)和企業(yè)家權(quán)益，促進(jìn)民營(yíng)經(jīng)濟(jì)發(fā)展壯大。完善中國(guó)特色現(xiàn)代企業(yè)制度，弘揚(yáng)企業(yè)家精神，加快建設(shè)世界一流企業(yè)。支持中小微企業(yè)發(fā)展。深化簡(jiǎn)政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)改革。構(gòu)建全國(guó)統(tǒng)一大市場(chǎng)，深化要素市場(chǎng)化改革，建設(shè)高標(biāo)準(zhǔn)市場(chǎng)體系。完善產(chǎn)權(quán)保護(hù)、市場(chǎng)準(zhǔn)入、公平競(jìng)爭(zhēng)、社會(huì)信用等市場(chǎng)經(jīng)濟(jì)基礎(chǔ)制度，優(yōu)化營(yíng)商環(huán)境。

We will provide an enabling environment for private enterprises, protect their property rights and the rights and interests of entrepreneurs in accordance with the law, and facilitate the growth of the private sector. We will improve the modern corporate system with distinctive Chinese features, encourage entrepreneurship, and move faster to help Chinese companies become world-class outfits. We will support the development of micro, small, and medium enterprises. We will intensify reforms to streamline government administration, delegate power, improve regulation, and upgrade services. We will build a unified national market, advance reforms for the market-based allocation of production factors, and put in place a high-standard market system. We will refine the systems underpinning the market economy, such as those for property rights protection, market access, fair competition, and social credit, in order to improve the business environment.
