Chinese authorities have issued a guideline on boosting the growth of the private economy, promising to improve its business environment, enhance policy support, and strengthen the legal guarantee for its development. The document was released by the Communist Party of China Central Committee and the State Council.

民營經(jīng)濟是推進中國式現(xiàn)代化的生力軍，是高質(zhì)量發(fā)展的重要基礎(chǔ)，是推動我國全面建成社會主義現(xiàn)代化強國、實現(xiàn)第二個百年奮斗目標的重要力量。國家市場監(jiān)管總局數(shù)據(jù)顯示，截至2023年3月底，全國登記在冊民營企業(yè)數(shù)量超過4900萬戶，民營企業(yè)在企業(yè)總量中的占比達到92.3%。

此次發(fā)布的《意見》要求，堅持社會主義市場經(jīng)濟改革方向，堅持“兩個毫不動搖”，加快營造市場化、法治化、國際化一流營商環(huán)境，優(yōu)化民營經(jīng)濟發(fā)展環(huán)境，依法保護民營企業(yè)產(chǎn)權(quán)和企業(yè)家權(quán)益，全面構(gòu)建親清政商關(guān)系，使各種所有制經(jīng)濟依法平等使用生產(chǎn)要素、公平參與市場競爭、同等受到法律保護，引導(dǎo)民營企業(yè)通過自身改革發(fā)展、合規(guī)經(jīng)營、轉(zhuǎn)型升級不斷提升發(fā)展質(zhì)量，促進民營經(jīng)濟做大做優(yōu)做強。

《意見》圍繞持續(xù)優(yōu)化民營經(jīng)濟發(fā)展環(huán)境、加大對民營經(jīng)濟政策支持力度、強化民營經(jīng)濟發(fā)展法治保障、著力推動民營經(jīng)濟實現(xiàn)高質(zhì)量發(fā)展、促進民營經(jīng)濟人士健康成長、持續(xù)營造關(guān)心促進民營經(jīng)濟發(fā)展壯大社會氛圍等方面提出了31條政策措施。

【重要講話】

優(yōu)化民營企業(yè)發(fā)展環(huán)境，依法保護民營企業(yè)產(chǎn)權(quán)和企業(yè)家權(quán)益，促進民營經(jīng)濟發(fā)展壯大。完善中國特色現(xiàn)代企業(yè)制度，弘揚企業(yè)家精神，加快建設(shè)世界一流企業(yè)。支持中小微企業(yè)發(fā)展。深化簡政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)改革。構(gòu)建全國統(tǒng)一大市場，深化要素市場化改革，建設(shè)高標準市場體系。完善產(chǎn)權(quán)保護、市場準入、公平競爭、社會信用等市場經(jīng)濟基礎(chǔ)制度，優(yōu)化營商環(huán)境。

We will provide an enabling environment for private enterprises, protect their property rights and the rights and interests of entrepreneurs in accordance with the law, and facilitate the growth of the private sector. We will improve the modern corporate system with distinctive Chinese features, encourage entrepreneurship, and move faster to help Chinese companies become world-class outfits. We will support the development of micro, small, and medium enterprises. We will intensify reforms to streamline government administration, delegate power, improve regulation, and upgrade services. We will build a unified national market, advance reforms for the market-based allocation of production factors, and put in place a high-standard market system. We will refine the systems underpinning the market economy, such as those for property rights protection, market access, fair competition, and social credit, in order to improve the business environment.
